The Latvian Investment and Development Agency representative Māris Ēlerts presented the figures on investment projects in the first half of the year. The executive director of Foreign Investors’ Council in Latvia, Ģirts Greiskalns, says that the situation on the whole is improving - several issues have been solved, and others are in the process of being solved. The Council asked the government to improve tax system, financial climate, transport infrastructure and transparency of economy.

Almost 500 ideas have been submitted to the Peak Time 2011 this year in very different sphere starting from gardening and needlework to highly technological ideas. Environmental ideas are probably the largest group. On September 13, the authors of ideas considered to be perspective will be invited for the finals - this includes also seminars offering marketing, financial, planning ideas from experts.

Investment Fund regulation and opportunities for Latvia The article by Dr. Michel Verlaine, associate researcher at SSE Riga, discusses the shadow banking problem and the recent initiatives by the European Commission, which aim at protecting retail investors by providing detailed guidelines on how investor information should be disclosed, and at regulating hedge fund type investment structures that are distributed within the European Union. He believes that Latvia would gain a lot by setting up a strategic development board that would implement a strategy based on studies of logistics and the financial architecture. Dr. Verlaine also urges to act soon, as timing is important in business world.

The Zatlers Reform Party candidate for education, science minister post, Roberts Ķīlis, offers six various directions of education reform. He believes that the financing principle “the money follows” should be introduced in all levels from kindergarten to high-school, but the higher education should financed by long-term loans. He proposes to move to voucher or state financing guarantees system, allowing a child to receive equal financing in all municipalities. Ķīlis also believes there should be no more than ten universities or colleges in Latvia, especially with number of students shrinking. He headed the Strategic Analysis Commission under the auspices of the Latvian president since 2008, and he has been associated professor at SSE Riga since 1994.
